Unfreezing of UHV AC Project Approved for Huainan-Shanghai Project

  On September 28, Shu Yinbiao, deputy general manager of State Grid Corporation, said that the Huainan-Shanghai UHV AC transmission line planned for construction had been approved by the National Development and Reform Commission, which means that the UHV AC approval work, which has been stagnating for nearly two years, has broken the ice and the UHV AC transmission project has begun to accelerate its development pace.
 
  It is understood that the 1000 KV Huainan-Shanghai power transmission and transformation project is the first commercial high voltage project built after the successful trial operation of the Shandong Southeast-Nanyang-Jingmen UHV AC test and demonstration project. It is also the transmission network with the highest voltage and transmission capacity in the world and represents the highest level of international power transmission and transformation technology.
 
  "The approval of Huainan-Shanghai power transmission and transformation project is unexpected. The reverse distribution of energy resources and load centers in China has promoted the development of UHV power grid. It can be said that the approval of the second UHV project means that the strategy of "power transmission from west to east" has taken another substantive step. Zhang Jianhua, director of the Research Institute of Transmission and Distribution System of North China Electric Power University, told China Energy Daily.
 
  UHV will increase power supply across provinces and regions
 
  In the Circular on the Evaluation of Supplementary Feasibility Study Report on the East-to-East Transmission of Anhui Power to Huainan-Shanghai Power Transmission and Transfer Project, it is clear that Huainan-Shanghai Power Transmission and Transfer Project passes through Anhui, Zhejiang and Shanghai to build four new substations (switching stations) in Huainan, Southern Anhui, Northern Zhejiang and Western Shanghai, with a new 1000-kilovolt line of 2*656 km and a total static investment of 20.4 billion yuan. Among them, Huainan UHV Station and South Anhui Switching Station have been built in Anhui Province, with a new transformer capacity of 3 million kilovolt-amperes and a line length of 2 x 457 kilometers. After the completion of the project, the coal-fired power base in Lianghuai can add about 7.9 million kilowatts of power. According to Shu Yinbiao, Huainan-Shanghai UHV AC project is more than twice as large as Jinnan-Jingmen demonstration project in terms of line length, investment and transmission capacity.
 
  "The approval of Huainan-Shanghai UHV AC transmission lines is mainly aimed at increasing cross-regional and cross-provincial power supply." Hao Weiping, deputy director of the Electricity Department of the State Energy Administration, told reporters that the construction of the second UHV will help to play the role of transmission lines, ensure supply and expand transmission capacity. "This year's cross-regional transmission has increased by 25% compared with last year. Power grid construction is a very important part of power construction." Hao Weiping said.
 
  Xie Jingdong, Director of Electricity and Transmission Supervision Department of East China Electricity Regulatory Bureau, told our reporter that Huainan-Shanghai power transmission and transformation project is different from Southeast Shanxi-Nanyang-Jingmen UHV AC project. "The UHV AC project in southeastern Shanxi is a line in the regional power grid, while the Huainan power transmission and transformation project is a line in the region. In fact, it also has certain experimental properties."
 
  According to Xie Jingdong, East China is ready to study the related problems of Huainan-Shanghai power transmission and transformation project. "We will put the security of power grid in the first place and establish corresponding emergency measures."
 
  State Careful Approval of UHV Projects
 
  It is understood that in 2008, the Development and Reform Commission has approved the Huainan-Shanghai project to carry out preliminary work. In May 2010, all the preliminary work of the project was completed. On June 27, 2011, the State Grid Corporation issued a centralized tender announcement to invite tenders for civil engineering of Huainan-Shanghai UHV AC substation. The demand for tenders clearly states that "civil engineering of substation starts on October 1, 2011, and is completed on October 30, 2012, striving to be completed and put into operation in June 2013 and December 2013."
 
  According to the State Grid Planning at the beginning of the year, the project was expected to be approved in the first half of the year. For the progress of UHV work in 2011, the State Grid has clearly stated: to ensure the approval of Huainan (South Anhui) - Shanghai UHV AC project in the first quarter, strive for the approval of Ximeng - Nanjing, Huainan (Nanjing) - Shanghai UHV AC project in the first half of the year, Mongolia - Changsha, Jingbian - Lianyungang UHV AC project and Xiluodu - Zhexi, Hami - Henan UHVDC project in the first half of the year.
 
  In this way, the speed of national project approval is much slower than that of national network planning. "The data obtained from the first UHV demonstration operation are not very ideal, and there are also some technical problems in the operation process. This national approval of Huainan-Shanghai UHV AC project may be a breakthrough in some technical aspects of UHV project. An insider told our reporter.
 
  "Although the state has included the development of UHV in the 12th Five-Year Plan, this does not mean that the state will speed up the exchange of UHV project approval. The transmission capacity, operation efficiency and investment benefit of the project need to be further verified. The state is still pushing ahead cautiously in this regard." Zhang Jianhua said.
 
  "The State Grid is cooperating with the National Development and Reform Commission in formulating the"Twelfth Five-Year Plan"for power grid development, which is expected to be released in the first quarter of next year." Shu Yinbiao said. In addition, Shu Yinbiao also expressed his confidence in realizing the UHV AC grid structure of "three vertical and three horizontal" during the "Twelfth Five-Year Plan".

  Zhang Jianhua told our reporter that the approval of Huainan-Shanghai power transmission and transformation project may have a certain impact on the layout of the five major electric power. "There is a large coal-fired power base in Huainan, and the Huainan-Shanghai power transmission and transformation project will have a positive impact on it." Zhang Jianhua said.
